Luo Fangcheng, male, born in Hunan province in 1968, graduate of doctor degree,senior engineer, leading person of main science and technology in Jiangxin province, expert enjoying the subsidies of the State Council and government. Now he is the Broad Chairman, General Manager of Jiangxi Kingan Hi-tech Co.,LTD.. During the 20 years from the graduation from Zhongnan Technical University in  1989 to the founding of Kiangan Company, he has been successively in charge of the key project in "tenth five-year plan", " 863 " project, key torch plan project, technological innovation project and the training project for leading persons in science and technology in Jiangxi province.
